How do i get my boyfriend to be romantic without me asking him to be?

I love my boyfriend to death, but its been almost 2 years and the romantic levels has dropped a ton! He almost went to watch fireworks with me in gym shorts, until i told him he looked like he just woke up. He never takes me out, but the economy is so bad we find ourselves broke all the time, and he never comes over to be with my family. I’ve been with him for 2 years and i want my romantic boyfriend back.
